“为罗德岛服役，为公平与正义而战！”
“博士”归来之后立刻展开了针对罗德岛现状的改革，他似乎对提高盈利没有特别兴趣，而是开始将罗德岛改造成一支强力的政治力量；在历次与各种势力的交锋中，“博士”深感火力不足和外交无力的弊端，为了改变这一切，“博士”甚至不惜与原罗德岛高层决裂。1099年，罗德岛正式脱离原管理层的控制，“博士”成为了罗德岛真正的领袖。
经过一段时间的经营，“博士”针对罗德岛进行了系统性、科学性的改造；在经济和管理上实现民主化公开化，进行全体持股的集体化公有制改革；在政治上强化罗德岛的影响力，组建了独立的罗德岛军事力量。很快这些改革的成果就显现出来，员工的工作热情明显提高，罗德岛整体盈利也逐年上升，在外行动的干员行动成功率也极大提高。这一切也更加坚定了“博士”的领导地位，也让罗德岛本身的影响力越来越大。
